At the first public meeting of DAPSE (Democracy and Public Services in Europe), held in Dublin on December 6th 2003, Dr. Franz Josef Stumman, Ailbhe Smith and Barry Finnegan were the main speakers. First broadcast on Near FM's 'Majority World', March 11th, 2004, the first piece is a 13 minute eloquent extract from Barry's thoughts and experiences on the issue.
